Emission rights can be acquired on international market.

Emission Trading

The secretary of the UNO climate convention will issue emission rights to countries, based on their obligation to reduce emissions in compliance with the Kyoto protocol. Emission rights which are not necessary to cover the country's own emissions can then be traded.

The countries are free to give their emission rights to domestic private companies with obligations and thus authorize these with direct participation in emission trading. Emission rights can be acquired directly on the international market.
